About PRH

What is PRH?

Patentti- ja rekisterihallitus — the Finnish Patent and Registration Office, universally abbreviated PRH — is the government agency under Finland's Ministry of Economic Affairs and Employment that examines and registers trademarks, patents, utility models, and designs, and that also maintains the national Trade Register of Finnish companies. The combined IP-plus-companies mandate is structurally unusual: PRH is one of the few European offices where the same authority that grants your Finnish Oy a business ID also examines the trademark that Oy intends to use, which means PRH-published bulk data is unusually rich for portfolio queries that join brand to entity. Headquartered in Helsinki, PRH operates under the Finnish Trademarks Act (Tavaramerkkilaki) of 1 May 2019, which modernized the register and aligned Finnish practice with EU Directive 2015/2436.

Because Finland is an EU member state, most applicants who need broad European coverage file an EU trademark (EUTM) at EUIPO — one EUTM covers all 27 EU countries, Finland included, for roughly the same fee as a Finnish national filing. PRH's national register exists for the case where applicants only need Finnish protection, where local prior rights would block a wider EUTM, where applicants want a Finnish seniority date to extend later via Madrid, or where examination needs to happen under the Tavaramerkkilaki with appeals to the Market Court (Markkinaoikeus). Finland has been a Madrid Protocol member since 1 April 1996, so the register also receives international registrations designating FI, and roughly 20,000-25,000 new applications hit the office each year across the direct national and Madrid routes combined. Opposition runs for two months from publication of registration in the Finnish Trademark Gazette and cannot be extended.

PRH is best-known among open-data practitioners for the avoindata.prh.fi initiative — a long-running, well-documented program that publishes the Finnish company register and related datasets as free public APIs under CC BY 4.0, with Swagger documentation and no registration fee. The trademark register is currently exposed primarily through the bilingual tavaramerkkitietopalvelu.prh.fi search service (Finnish and Swedish, with English navigation), and PRH publishes structured trademark data through bulk channels that Signa's connector will consume. Signa is building the PRH integration against those feeds for Q3 2026; on launch it will normalize the bilingual Finnish/Swedish register, the Tavaramerkkilaki event vocabulary, and Madrid designations of Finland into the same canonical schema used for USPTO, EUIPO, WIPO, and every other office on the platform — and join PRH trademark records back to the matching Trade Register entity via the Finnish business ID (Y-tunnus) where available.

  • Dual mandate covering both IP and the Finnish Trade Register — PRH is the same authority that issues Finnish business IDs (Y-tunnus), so trademark records can be joined back to the registered Oy or Oyj entity through PRH's own data
  • Long-running avoindata.prh.fi open-data program — PRH is one of Europe's open-data pioneers, publishing the company register and adjacent datasets as free public REST APIs under CC BY 4.0 with Swagger docs
  • Bilingual register in Finnish and Swedish — both are official languages of Finland under the Constitution, and the register, the gazette, and the public search service are maintained in both, with English navigation also provided
  • Madrid Protocol member since 1 April 1996 — Finland can be designated through WIPO instead of filed directly at PRH, and PRH-issued application numbers for international registrations follow a separate W-prefix format (e.g. W201954000)
  • T-prefix national application number format — Finnish national filings carry application numbers of the form T201954000 (T + year + sequence), distinct from the W-prefix used for Madrid designations of Finland
  • Two-month opposition window from publication of registration in the Finnish Trademark Gazette (Tavaramerkkilehti) — published twice a month, with the opposition window non-extendable, one of the shorter post-registration opposition periods in the EU
  • Examination under the Tavaramerkkilaki of 1 May 2019 — modern register with a 10-year term running from the filing date (not the registration date) and appeals routed to the Markkinaoikeus (Market Court) rather than a patent court
  • Choice between EUTM and direct PRH filing — EUTM at EUIPO covers Finland plus 26 other EU states, while a PRH national filing exists for Finland-only protection, earlier Finnish seniority dates, or cases where EU prior rights would block a wider EUTM
